What is the Civil Defense Certificate?
The Civil Defense Certificate is an official permit issued by the Saudi Civil Defense authority. It confirms that a facility complies with all required fire safety, emergency preparedness, and life-safety procedures, and is one of the core documents required to operate any commercial or industrial premises in the Kingdom.
What is the fine for operating without a Civil Defense Certificate?
Fines escalate with repeat offences. The first offence carries a fine of SAR 5,000. A second offence is SAR 5,000 or one month of imprisonment (or both). A third offence is SAR 5,000 plus up to five months of imprisonment.
How do I cancel a Civil Defense license?
If the facility no longer needs the certificate (closed, relocated, or activity changed), the cancellation request is submitted online through the Salamah portal. Select the cancellation service, attach the supporting documents and justification, and the authority will process the request.
What are the renewal fees?
Renewal fees vary depending on the facility type and the licensed activity. The base renewal fee is generally SAR 86 including VAT, with additional charges for inspection visits and category-specific surcharges where applicable.
How long is the Civil Defense permit valid?
The certificate is valid for one full year from the date of issuance. It must be renewed at least one month before the expiry date, failing to do so can result in cumulative fines reaching SAR 60,000 and, in extreme cases, imprisonment of up to six months for non-payment.
